An increased research maximum does not mean
you need to put more research points into this to be more
effective. It requires the same amount of research points
regardless, just that the research points that are put into
this are more effective. (ie if you had a category of max
25%. If this then changes to max 75%, all research points
in this category would then be in essence 3 times as effective)
